Supporting Service for CNS Performance Evaluation (FY2020 - FY2025)

Client: Civil Aviation Bureau, Ministry of Land, Infrastructure, Transport and Tourism (MLIT)

Air Traffic Control (ATC) services utilizing radio facilities have historically relied on the independent operation and maintenance of ground facilities and satellite systems to ensure the high service quality. However, the latest integrated ATC network is recently prevailing with the use of various ground facilities and satellite systems in an integral manner. Since the ICAO also sets the overall integrated and required performance of ATC network as international standards rather than defining individual technical characteristics, the establishment of a comprehensive performance evaluation system becomes necessary in Japan. Thus, the supporting service for comprehensive CNS monitoring, analysis and coordination with related organizations to ensure that ATC operation always conforms to international standards was provided.

Survey on ATC Communication Audio Recording and Playback Functions with the Use of Cloud Services (FY2025)

Client: Fukuoka Air Traffic Control Center, Ministry of Land, Infrastructure, Transport and Tourism (MLIT)

ATC communications with aircraft have been conducted as a form of radiotelephony at airports and air traffic control centers nationwide. These calls are recorded, played back and output externally using digital recording and playback devices (DRECs).
Technical study on the configuration of these audio recordings, playback and output functions including services provided by cloud service providers (CSPs), as an alternate of the existing DRECs, was conducted. Furthermore, the implementation strategies were formulated by considering the cost-effectiveness and security requirements taking into account the differences in cloud types and service menus offered by candidate CSPs.
