GNSS Implementation Plan Training in ASEAN (GIPTA 1.0)

 

1.    Background

Global Navigation Satellite System (GNSS), a space-based satellite system standardized by the International Civil Aviation Organization (ICAO), has been introduced in several countries around the world as an alternative and complement to conventional ground-based navigation systems. In order to smoothly implement GNSS in the ASEAN region, it is important to understand the significance and benefits of GNSS and formulate an optimal implementation plan.

 

2.    GIPTA project Overview

The purpose of GNSS Implementation Plan Training in ASEAN (hereinafter referred to as GIPTA) is to train engineers and administrators from ASEAN member countries who will be in charge of preparing implementation plans for the realization of safe and economical introduction of GNSS such as SBAS, which are expected to be used jointly in the ASEAN region. Human resource development will be conducted through training, and upon completion of the project, the entire ASEAN region is expected to be ready for safe, efficient, reliable, and cost-effective air navigation services provided by GNSS.

 

There are three project action items follows.

@       GIPTA Symposium

Managers of civil aviation or those in charge of maintenance of air navigation systems from ASEAN countries will be invited to give a lecture on the current status of GNSS maintenance in the world, issues related to maintenance, and calculation of benefits, and to exchange opinions.

A       GIPTA Training

GNSS maintenance personnel from ASEAN countries will be assembled at the Civil Aviation Training Center (CATC) in Manila, Philippines, and trained on GNSS installation and maintenance procedures, cost effectiveness, certification, and other necessary technologies in addition to GNSS technologies in order to encourage the development of GNSS.

B       Installation of GNSS data analyzer

GNSS data analyzer is to be installed at CATC, Manila, Philippines, in order to actually collect ionospheric data necessary to deepen understanding of GNSS in GIPTA training, and to show the analysis results in the training.

 

 

3.    GIPTA project activities

3-1. GIPTA Symposium

  The symposium was held over two days, with the first day at Makati Diamond Residences in Manila, Philippines, on Thursday, September 8, 2022, and the second day at CATC Manila on Friday, September 9, 2022. The 54 participants included 17 from ASEAN countries (Indonesia did not participate due to COVID-19), and guests from the Deputy Director General of ICAO Bangkok Office, Secretary of ASEAN Secretariat, Undersecretary of the Philippine Department of Transportation, Director General of Civil Aviation Authority of the Philippines, Director of International Affairs, Air Transport Division, Japan Civil Aviation Bureau, First Secretary, Mission for Japan to ASEAN, First Secretary, Embassy of Japan in the Philippines, and others.

     In their speeches, the guests spoke about the importance of economic partnerships and opportunities for information exchange, as well as the expansion of transportation capacity within the ASEAN region, and also provided information on ICAO and the study of the development of an aviation system in ASEAN.

     In the first part of the symposium, Mr. Harada, Director of the International Affairs Office (JCAB), explained the status of GNSS development in Japan, which was followed by the following two panel discussions.

@       Exchange of opinions on issues related to the introduction of GNSS and information on the effects of GNSS introduction. (Moderator: Mr. OZEKI, JRANSA)

3-2. GIPTA Training

The GIPTA training was held at the CATC in Manila from November 7 to 18, 2022, with two participants in charge of GNSS maintenance from each ASEAN country, as well as participants from airlines and airport companies in the Philippines, and a total of 44 participants, including instructors from Japan. This training was designed to help participants understand the process of GNSS maintenance and then explain the key items in depth.

   The process includes the following items.

@       Understanding GNSS performance and various requirements
A       Study of the long-term development plan for the air navigation system
B       Calculation of Cost Benefits of GNSS Installation
C       Organizing Technical Issues
D       Research and analysis of ionospheric effects
E       Flight Design for GNSS introduction
F       Coordination with GNSS manufacturers
G       Base Survey and Site Inspection
H       GNSS Certification and Procedures
I       Contract, detailed design, maintenance and management procedure study
J       Safety Assessment
K       Training of air traffic controllers and control engineers
L       Demo flights, flight inspections and flight validation
M       AIP publication work

With this process outlined, the following six curriculum items were taught by instructors specializing in each.

A.       GNSS Engineering
The lecture will cover aircraft positioning and positioning error factors using GNSS, and will also provide information on the latest international trends in navigation technology.

B.        Flight Design
Teaching the concept of flight design and overview of flight design work associated with the introduction of GNSS.

C.       Calculation of Cost Benefits
Lecture on GNSS implementation costs, estimation of implementation effects, cost-benefit analysis, and related work.

D.       Certification
Lecture on certification of GNSS systems and related work.

E.        GNSS data analyzer
Description of GNSS data analysis equipment and operating manuals.

F.        Ionospheric effects on GNSS

Explanation of the impact of the ionosphere on GNSS and its countermeasures.

3-3. GNSS data analyzer

 In order to promote understanding of GNSS, a GNSS data analysis equipment was manufactured and installed at the training site, CATC Manila.

@The configuration of the GNSS data analyzer is shown in Figure below, and its main functions are as follows;

4.    Project Review

4.1 Survey for activities

 A survey was conducted for both the symposium and the training. According to the responses to the survey, the satisfaction rating for the symposium/training content was over 90%, which was a positive result.

Among the requests were the continued holding of projects, visits to actual equipment in Japan, and the provision of the latest technical information to the ASEAN region.

Many of the above comments were received from GIPTA 1.0 participants of ASEAN member states, which led to the planning of GIPTA 2.0.

 

4-2 Project outcome

Through successful completion of the GIPTA training project, it is deepened the understanding by the person in charge of GNSS implementation plan development in ASEAN region for civil aviation GNSS service.  By enrichment of knowledge for GNSS implementation benefit at ASEAN region, it becomes possible to expect civil aviation GNSS implementation for ASEAN airspace in early chance.

With the improvement of air navigation service performance for civil air transportation at ASEAN airspace in early chance, it is expected that the possibility of realization for application chance of regulated high-speed air transportation in an earlier stage.  Accordingly, it is expected that become beneficial for up-grading competitiveness of whole ASEAN regions through contribution for ASEAN region development and economic growth in the future.

Through completion of GNSS implementation plan development skills training (GIPTA) for ASEAN airspace, it is expected that will become to be able to assist reinforce the connectivity of the ASEAN region through the enhancement of regulated exchange in the future.  By that means, it is expected that will be assisted to raise up ASEAN region connectivity.

In addition to those, early-stage civil aviation GNSS introduction for ASEAN airspace, accompanied by enhancement of ASEAN region connectivity will provide sustainable growth assistance measures (SDGs) through high-speed flight civil aircraft fuel consumption reduction or civil aircraft flight noise mitigation and others. A survey by questionnaire to the management-level seminar participants was planned in order to measure the level of obtaining basic knowledge on GNSS, assuming the targeted level of more than 60% of positive feedback.

A survey was conducted by questionnaire to the manager level participants.

The survey result showed that participants successfully obtained sufficient knowledge on effectiveness of GNSS implementation.

Time period of the seminar was delayed by COVID 19 pandemic.  In the situation of COVID 19 pandemic was continuing at Kuala-Lumpur in Malaysia, site for seminar was change for Manila city in the Philippines because of that was relaxed the entry limitation for the pandemic as early chance.  The seminar was successfully conducted along with initially planned contents.

(It was targeted that many persons in charge of GNSS implementation plan development will be trained.  At this time training, numbers of persons who are in charge of GNSS implementation plan development were planned as 20 persons.  And, it is also planned that around half of them would be GNSS service providing engineer (around 10 persons ).)

 

As a part of the survey, an examination was given to measure their comprehension at the end of the lecture, and all participants scored above 60% which represented the basic knowledge of GNSS was successfully obtained by the participants.

The result of the questionnaire also indicates an effective understanding of the basic knowledge on GNSS implementation.

For the data acquisition and analysis course it was planned for 20 participants who are in charge of planning GNSS implementation, of which 10 were expected to be GNSS service\providing engineers.

 

As a part of the evaluation, a survey by questionnaire was conducted at the end of the lecture, which resulted in showing the effectiveness of the training.

5.    Vision of the future GIPTA activities

 

Civil aviation GNSS introduction at the ASEAN region will provide wide, seamless, safe, and economical air navigation service for civil aircraft flight operation.  GNSS air navigation service introduction at ASEAN airspace will improve air traffic management (ATM) efficiency, especially through the application of SBAS, which will provide a wide and seamless air navigation service for the whole ASEAN airspace.

In GIPTA 1.0, basic GNSS knowledge was to be acquired, and 2.0 will build on this with further updates. It is important for satellite navigation systems to have a bottom-up and common understanding throughout the region.

The GIPTA 2.0 proposal was considered to take into account the requests of ASEAN@countries and to ensure that the next generation of ASEAN countries will benefit from the proposal in common.

The project progression is described as follows.

 

GIPTA1.0 Efficacy

l	ASEAN countries gathered to exchange views on the development of infrastructure to improve air traffic safety, and came to a common understanding of the effectiveness of GNSS implementation, one of the said infrastructures.
l	Through the GIPTA training, ASEAN countries learned the benefits of GNSS implementation and the importance of having a common understanding of GNSS development as an ASEAN region.
l	Data analysis was conducted using GNSS performance analysis equipment installed in Manila to understand GPS performance and issues.
 


GIPTA2.0 Proposal

l	After GIPTA 1.0, ASEAN countries requested the continuation of GIPTA in order to concretize the introduction of GNSS. 
l	Conduct specific training for the early introduction of GNSS, observe equipment in actual operation in Japan, and consider more specific maintenance.
l	GNSS analyzers will be deployed in three ASEAN countries, enabling data to be acquired simultaneously at four locations in the ASEAN region. This will enable areal GNSS performance analysis across the ASEAN region, making the effects of GNSS implementation clearer.
l	Implement specific proposals for the development of GNSS (SBAS) in ASEAN.

Consideration for future activity

l	Clarify the budget size, maintenance schedule, and various requirements for the realization of specific proposals.
l	Clarify the concept of establishing a GNSS center in ASEAN.
